Ground cover around Duck House

Built a Duck house and the grass has died around the house. Want to landscape and add ground cover because it is in my front yard.
Can I use small pebbles on top of sand or will it be too hard on the duck feet. They free range in the yard so they are not confined to the area

My vet told me that small pebbles, even rounded pea gravel are too hard for duck feet and can cause bumblefoot. She told me ducks should optimally be standing/walking on grass and dirt. But we were talking about that being in an aviary.

Flagstones are flat so not as bad on the webbies.
