You only really need to start feeding layer feed after they start laying. Either that or continue feeding starter/grower but add calcium into their diet. The feed is basically the same thing except layer contains calcium.

So how does the pullets know to stay away from the oyster shells and the layers know to eat them?

did you use grower/finisher or just went from starter grower to layer feed? i have 7 hens 1, 5 weeks old and 6, 3 weeks old. i just need a head start.
