Growth between feathers?

Hi all, two questions…. Found this growth on one of my ladies, between her feathers. Initially thought it was a tick but upon further inspection, appears to have feathers growing from it. Do you know what this is, and as I’ve been super lucky with the health, does anyone know if the dark spots are mites or just from her dirty bathing?
