growth thing on tail plus feathers all hard and clumped together???????

I posted this once before and only got one response. They said it was a oil gland and to let it alone.
My Frizzle is losing all her feathers and has this small little growth thing on her tail. The feathers in that area are all lumped together and hard. I just sprayed her with scalex for lice.
Does anyone have any suggestions as to what this is. Her feathers on her neck are almost all gone. She is a broody mama with 3 chicks so I was afraid to treat her. But after looking at her today I would say she needs treatment.
It is hard to take a good pix of it.

It does look like the oil gland. I don't see anything unusual except maybe how dirty the skin is around it.
