what kind of trap are you using? If it's a leghold trap try getting a conibear trap and using that at the entrance/exit of the hole.

Also if you can only find an exit hole try something to fill the tunnel with smoke to find the entrance. Maybe a 5min road flare, throw if in the exit and cover the hole and see where the smoke comes out.

They sell little smoke bombs that drop into the hole and are for killing gophers and moles. You have to cover the holes for it to be effective.
They're about the size of a big fat cigar, red and white label. I don't know the name.
You may see smoke pouring out of the ground in lots of places if the tunnels are close to the surface.
