Honyonker, to us, has 2 meanings. When you're in a car, and someone lays on his horn, doesn't matter to who or for whatever reason, that person is a honyonker. Also, when you're driving down a 2 lane road and the speed limit is 55, and the person ahead of you refuses to go any faster then 54 1/2, that person, also, is a honyonker.
