it looks like a blood hound

Wrong color; Bloodhounds are always dark - Black & Tan, Red, or Liver & Tan. Also, that dog doesn't have the loose skin around the face and neck. (I live with a Bloodhound.

)

I could make a MUCH more accurate guess if I could see more than the dog's head; there's nothing in the picture to show the size, nor can I tell what the dog's build is. If it's a smaller dog, I'd be inclined to guess Harrier since if I recall correctly they do come in that color.
