To make a proper assessment of breed/gender, it would be helpful to see the legs and overall build of the bird, and an age. Only thing that can said for sure from that pic is that it's Buff. Could be a young cockerel, could be a mature hen. Could be an Orpington, Cochin, Leghorn, Minorca, or Rock. The single comb rules out Brahma.
