to add: my bf incubated 150 eggs before these and around 80 hatched only (some were physically retarded probably because they were incest eggs) the rest survived and didnt do that kind of thing at all. and they are adult now (over a month and a half now)

Here is a link for minimum space requirements for quail. Even though this is for Bobwhites, it will give you an approximate brooder size for the amount of chicks that hatch. As for myself, I always err on the side of caution and have more space than would normally be required.

Incest eggs... you mean "line breeding"? The only side effect from line breeding is decreased fertility, and that is only after 18 or so generations. If what you are trying to describe as "physically retarded" may actually be a deficiency in nutrition from the hen that has been passed to the chick. Here is a link to some of the ailments in chickens.... some of the remedies can be applied to quail.
