If it's a hard plug, then it sounds like something my cockatiel gets a few times a year (usually only on one side). Having consulted a vet about it, apparently the keratin dust from their own feather sheaths can build up on a bird's nares (though it's typically rare, some birds are supposedly more prone to it than others). Fortunately, it's a simple fix - warm water. Hold a moist cotton ball or cloth on the plug so that it softens. You'll know when it's softened enough because the bird will blow/sneeze it out on its own. Depending on how thick it is and how agreeable your bird is, this may take anywhere from a minute to a half hour or so. Be patient.
Also, keep on eye on it for any signs of respiratory illness. This could be an indicator of a more serious problem (but I hope not!).
