Has anyone else ever seen this?

So I did not know where to put this question, so here it is I have a barred rock rooster and I have never seen this kind of feather, does anyone know anything about it? It is just so strange.

Could it be a difficincy or just a malfunction of the feather making process

It was on the neck and that was the only one

The feather was a hackle feather. I first thought he got something caught on him when I first saw it on a second look I saw it was the very strange looking feather. Here is a photo of him

I think the feather just looks so wild

It looks to me like it might be the feather sheath left on. Usually these fall off as the feather is making it's way out, with just some short pieces visible at any one time, and it's all gone by the time the feather is off.
Is there a feel of "wrapping" on most of that feather? Like a cuticle... see if you can pick part of it off?
