Has anyone seen this type of tumor? She seems to not be effected by the growth.

Not sure, but it possibly could be a dermoid cyst which is a sack present since birth, and it can contain cells from different parts of the body, such as teeth, skin, fat, fluid, or hair. They are not malignant or painful unless they rupture.
 
The more I look at that the more I'm convinced that's what it is. Technically they're called a pore of winer.If I'm correct all that would have to be done is clear out the funk manually and clean the hole.That hairy, flaky middle just screams giant chicken blackhead.

Would it be puss like funk under the scab thing?

Probably just a big cheesy plug, if it's infection there might be pus but that doesn't look infected. And that's not a scab if I'm right, that's the actual top of the plug.Op will likely have to tease that out in pieces it's a biggie and already making other exit points. Good news is they don't hurt.
