Has my quail given up on brooding?

Typically, one or two females will sit on the eggs laid and chirp at me when I come to collect them.

So I let them collect the eggs. They have a nest in the corner where they have now collected about 13 eggs. But no one, not even the most ardent volunteer, is sitting yet.

How long do I wait until I figure they have all given up?

Odd are good they've given up. Coturnix quail rarely go broody, and even more rarely do they last more than a few days.
