It's just another homemade incubator. It has temperature control but no moisture control. The water in the tire adds moisture but you can't control actual humidity level. It still should hatch some eggs in many circumstances. It may work well in some conditions.
Thousands of years ago the Egyptians and Chinese were hatching large numbers of chicks with piped in heat. No electricity for temperature regulators or anything. Think back to the time when the pyramids were being built. People have been using incubators that long. And brooding the chicks themselves.
It is fascinating, but not all that new. And it shows you how tough those eggs and embryos can be.
