Hatching for the state fair

Greetings,

My daughter has always wanted to bring chickens to the state fair. Our state fair is at the end of August. It is February 27 and if I buy eggs on ebay I would have them in the incubator around March 8. I guess they would hatch around March 28. Do we have enough time? I suppose every breed is very different as far as development. We live in Minnesota so we only raise big fat docile chickens that can take the cold (kind of like the folks around here). Any recommendations? Are we too late to really start a project for this summer? What kind of paperwork needs to come with the eggs. My daughter is going to join FFA, but I feel like I need to order the eggs and get them started yesterday. I wish one of my cochins would decide to sit still.

Large fat chooks normally take time to mature. Does the state fair gave "teenagers" class like a pair of young birds?
