Sometimes they wiggle around before they are quite ready for lockdown. Day 21 would be pretty early. I've locked down that early during my first couple hatches and they hatched fine, but usually you'd wait until you see the internal pip. Can you candle them to look for the internal pip?

I candled them about an hour ago they haven’t internally pipped yet they a still nestled above the air pocket. Should I still wait till day 23 or try to hold out to day 25 for lockdown? They are khaki Cambell eggs i read they can start hatching by day 23

I think you should just lockdown whenever you see the internal pip, which will probably be sometime between days 23-25 but not always. They do take a few days to fully hatch once they start, and it feels like a very slow process. Mine have always internally pipped before day 25, so I've never waited that long to lockdown.

Mine finally all internally pipped this morning but now I’m concerned my one eggs air sack is really small but it’s almost completely dropped down is that normal?

It looks okay to me, some air cells are smaller than others, and in my experience those usually externally pip first.
Also, going by the picture, the air cell doesn't really look that small to me. It looks more like the duckling is taking up more space inside, getting ready for that external pip. Let us know how it goes!
