Day 17 and no signs of pipping and little To no movement, so I checked and the chick is still alive , what does this mean

If you are hatching chicken eggs, then is too early for any pipping. They start pipping on day 20-21
 
If it were chickens, I would just wait, especially if you know they are still alive. Sometimes it just takes a little longer.
 
Can you tell if they have internally pipped or not? Usually you won't see much movement or hear any cheeping until they've internally pipped. Quail eggs are hard to candle, so I'd just give it some time.

I’ve now seen some movement but no cheeping
