As you can see, I have given up as far as the idea that they are going to be responsible property owners...re, ATVs, picking flowers, ugly fence side facing me, trespassing, etc etc. I just want to be able to keep the ducks in the yard so she doesnt poison them or some crazy thing. Because while she has no consideration for us, she expects her property to be respected to a 'T'.

Maybe I will just drop a couple of T rails in the ground, run my netting and call it good. It will look like crap but then again so does the ugly side of the fence.

**if you are wondering why the ducks wont just walk around the fence...its weird but they dont cross the driveway because they cant see what is around the other side of the tree (which is what the end of the fence is connected to). The only time they go over...well, under is when they get bug picking and just keep going right under the fence**

That is too funny!

I did put no trespass signs out off of the easement after the last trespass event. It looks lovely....not! All those neon orange on black NO TRESPASS signs amongst my pretty flowers and trees. Looks totally redneck....no offense intended. I am one, I just dont like to look like one....ha!
 
So go to Michaels or Joanne or even the craft section of Walmart and get several larger wooden plaques, and get some stakes from Home Depot. Attach the stakes and paint the entire sign is a colou of your choosing, then in a strongly contrasting colour and a pretty, but clear handwriting write "No Trespassing! This Means YOU! You can paint a flower border around the sign if you want.

Colour Ideas, Paint the stake, back of the sign and front edge of the sign a pretty sage green or sky blue, fuchia or even lavender. Paint the front of the sign an irridescent pearl white. When dry, paint the message in bright pink, blue or purple (outlined in black). The main point is you want the message to be very visible and very readable.

If the fence is on the property line and she won't respond to your questions, go ahead and attach the netting, she probably won't even notice. Normally it is required where fence permits are necessary to have the "pretty" side facing the neighbor, but if you live in a rural or semi-rural area, a fence permit may not be necessary so a person can face the fence any way possible. One thing to think about. I would check Virginia law to see what kind of liability you could be held accountable for if grandpa and the kids happened to get hurt on your property. You may find it necessary to post your property just to protect yourself from a major suit.
 
In Fairfax Co VA, you may choose to have either side of the fence (post or post-less) exposed on your property unless you are under a neighborhood covenant or town ordinance of some sort. That is assuming the fence is right up to the property line.

FWIW, I live in a city of nearly 200,000 people that is in a metropolitan area of 4.4 million. Our city's zoning and building permit procedures are considered to be some of the toughest in the valley (metro area). Yet it takes a huge amount of effort to come up with a fence design that would require any sort of permit. The footings would have to be more than 2 ft deep or the fence height would have to be taller than 6 ft. This is for a block wall fence. Not sure if there is even more leeway for a wood or iron fence.
