Hawk deterrent

I have noticed for while driving home from work for several mos now that I never see hawks or any other birds perched on those towers that have the bright lights that flash every 10 secs or so. They are perched 600-1000ft away on other tall perches but never on the ones with the lights that flash. Anyone ever attached a beacon light to anything to see if it works?

Could also be that the smooth, metal poles are not good for gripping either. Plus, I'd imagine they'd be pretty cold, too.
