I have two families of hawks and a bald eagle family living on our property. They fly over the chickens and they scatter looking for a place to hide. But these birds have never attacked. As an old farm boy, I used to hunt crows. Toe bring in crows you put up a hawk decoy and a few crow decoys. Crows hate any bird of prey and will make their life miserable.

I purchased 3 crow decoys that I placed on the ground around the chicken pen. I have observed the hawks actually change their flight path to stay away from the crow decoys. An added benefit, live crows seem to come around more often as well. The chickens are not afraid of the crows, and I have watched them run the crows off from their area.

I do move the decoys every few days just to make it look like they are moving. The decoys can be mounted on a wire so any breeze will move them around.

This has worked for me so far.
