Hazelnut lingerie: Is it effective?

My first year growing American hazelnuts (native plants for the win!!) and I’ve read that squirrels will absolutely annihilate any sort of nut crop. So, I’ve taken the liberty of giving them “lingerie” aka these little organza bags from the bridal section of the craft store. I’ve tried this successfully on other plants—namely berries—but has anyone tried this on nut trees? Does it work, or will the squirrels chew right through them and I wasted a solid chunk of my evening?

Also, while we’re here, what are these little catkin things? They’ve come out recently and we only have a month or so left in the growing season where I am, so I’m doubtful they’re flowers.

I’ve only heard of using the tulle bags for preventing cross-pollination, but I’ve yet to need to protect any nut tree from squirrels. Good luck regardless!
