I've heard lots of things saying that vibrating the head and neck was aggression, but my young gander does it whenever he's about to eat something or when he's getting ready to lie down or crawl into my lap to take a nap. I'm getting nowhere with this body language thing in geese. Help?

Maybe for that particular gander its a self calming signal.

Maybe he´s psyching himself up.

Mine do it when they´re worried about something, as well as trying to look aggressive. haha. They seem to be trying to psych themselves up, so funny. Then, at the climax, they´ll run and bump an oblivious chicken. Hilarious.
