Our heat lamp bulb just burst and the stores that sell the bulbs are closed for the day so we put a heat pack wrapped up in a towel in with the chicks, is this enough warmth to keep them warm?

The lowest temperature we will experience today is 7 degrees Celsius, currently it’s 15 degrees Celsius and I have volunteered to stay up later than usual to periodically reheat the heat pack, we also placed a nice thick fleece blanket over them to keep heat in, is this enough?

Have you got a heated blanket? You can check the temp of your setup with a thermometer, how old are the chicks? Overnight that might not be warm enough

We do not have a heated blanket nor thermometer

The oldest is about a week old and the youngest is about less than a week old, there are 6 of them and they’ve been huddling up

We do also have the incubator running incase more of the eggs hatch so we could temporarily move them to the lower section we use for chicks who just hatched or are struggling if you think it’s a better idea than a heat pack

A hot water bottle is enough if you have a wool hen. https://www.backyardchickens.com/threads/wool-hen-or-wool-and-feather-hen-build.1463487/

It might be anyway. I'd use two or three of them.

Or an insulated box withe the hot water bottles could work but you will probably need to replace the hot water more often.

I would not put them in the lower part of the incubator because they need to move in and out of the warmer/cooler areas.

We don’t have a wool hen or insulated box but we have cardboard boxes (they are just outside in our art shed), we can put warm water bottles in and my sister has turned to heat up in her room in case nothing else works and we would have to move them into a warmer room

They are under the heater and in the smaller cage we have so they can huddle more, tell us if this set up is good please, I think next time we hatch chicks we will get an emergency bulb

If they are huddling and not moving around much they are too cold, if you are really worried for one you could sit it on your lap, though that’s not super convenient..
how warm is the room?

You can make an insulated box by laying the box in the picture (or a smaller box) on its side and putting containers of hot water around it. Milk jugs will work or liter or 2 liter bottles or quart bottles to hold the water. If you wrap the water containers with towels or layers of newspaper, it will work better. Layer towels and or newspaper or pillows over the box too.

Putting the box on its side does two things. It lets them go in and out of the warmth. And it gives them a dark place which could be calming and may let them sleep through the night if you can get the box the right temperature with the hot water.
