HEAT STROKE 90+ degrees

Hi all! I am not sure if my chickens are suffering from heat stroke, please help. It is 90 degrees out today, I gave them fresh water with ice, frozen berries, and brought out a fan. They are still panting and acting strange. I am not sure what to do and how to help. Please let me know! They are all cuddling up like they did when they were chicks and laying, which seems counter productive?
