heated waterer base is safe, right?

My girls have a water bottle like the one you would have for rabbits or gerbils. Any idea how to prevent this from freezing?

The heated waters that I have are all plastic with the heater built in the base. i can either hang them or set them on the ground. I just set mine on a cinder block to keep the staw and wood shavings out of it. I have never had a problem with them getting too hot. Never freezes unless I trip on the cord and unplug it. My son had a good laugh at that one!
