Ah. I think the heater itself isn't getting power. In terms of, some wires could be broken inside.

I opened it up, and everything looked fine.

Yeah mine didnt work at first but then i left it plugged in for a week and it started working.

Ok. But I need to refill it inside though.

You never heard of one? It's a device that measures the volts, or current of whatever you're measuring. If you use one, you can tell if any power is coming to the heater (Or if the heater is reviewing power)
