I have set my heating lamp up on a piece of wood. it doesn’t feel hot to the touch it’s been a few hours. do i need to worry about a fire getting started?

Hi, welcome to the forum! Glad you joined!

I agree, not enough information. We need to know wattage, how it is set up, and how you plan to use it. How will it be held in place? The biggest danger from a heat lamp is it falling.

I generally do not recommend a heat lamp with a small brooder and especially inside your house. It is easy to overheat the chicks unless the brooder is big enough that parts of it are unheated. My brooder is outside in the coop, I like my heat lamp the way it is set up, but I do vary wattage based on the time of the year.
