Here in Tampa I understand is OK to have hens not roosters. How far are you from Tampa?. I will ask a person I know who works for the city about your area

Unfortunately I'm about three or four hours away. I'm in a suburb of Miami. And the ordinances clearly state no fowl. I've talked to several people who have owned chickens in Hialeah since I've joined here, although not directly on this site unfortunately. One of the people happens to be my very own sister-in-law!! I casually mentioned to her that I was wanting to have a few hens, and she got VERY excited. Said she had chickens for several years until their last move across town. There isn't enough room on the property, period, even for a very small coop, so she had to give them up. But she said that nobody ever complained. Apparently, she has some neighbors nearby that have a couple of roosters, because she hears them crow every morning. I'm hoping that nobody complains, since we happen to have neighbors with VERY loud dogs (no big deal, though, and it doesn't bother me), so hopefully chickens will be disregarded. Our neighbors on both sides of our house are elderly Cubans, and my husband, who is Cuban as well, seems to think that they will GREATLY appreciate fresh eggs. Time will tell! The good thing is that our backyard is very enclosed and private. I hope that lends some help in concealing them. Here in Tampa I understand is OK to have hens not roosters.
