Hello Chicken lovers

I have a Buff Orpington that is clearly a rooster. He's 2 years old and has never crowed. He's extremely docile and not protective at all. I think he thinks he's a hen. Has anyone ever experienced this before?

Lucky you! Do you know how long I've been praying for a rooster that wouldn't crow, but would breed? Live in a residential area..no roosters allowed. I have been able to keep them long enough with a rooster collar until they get the hang of crowing non stop. :/
