Could it have an allergy to something? Does it get a daily bath? Are there any chemicals around the cage? Does it look infected?

I hope I can help. I've read a lot on parrot health.

thankyou Gita and NorthFLChick Gita i will surely check whats causing this i emailed the photo to a Vet and he said its no lice or mites. Im thinking i started bringing these insense fragance oils and the sticks also i have been spraying my perfume to much lately and hes not in a cage hes outside in hes food stand all the time i did think the thick layer was infection but its all gone i took him a bath and it fell of he also pulled that dead skin on hes own right now hes just really itchy and plucking feather he has two bald spots now i also changed he diet to pellets he was eating hookbill tropical cuisine before

Sounds like he is given good care.
