Agree with Chicken Lover, often people sign up (join) to learn whatever they need to know before getting into chickens or ducks or whatever. No law against that.

Sometimes they sign up and discover they cannot have chickens where they live etc.

That is no crime. It's always better to learn before getting into something they cannot do financially or legally.
