We have a double tax lot so we are entitled to 6 hens (3 per lot) in the city limits. I was told by a reputable source that getting a permit variance is not too much trouble however. It is a one time $31 fee and the city send someone out to make sure you are properly fenced and have space. We are on a corner and get along well with both our neighbor to the south and to the east so I don't imagine they will complain (especially if they are getting free eggs), but we will be sure to fill them in on what we are doing. Though we are in the city our lot is very private with a 6' solid cedar fence around the entire yard.

Is you coop insulated? Do you have a heat lamp? I am only really concerned about the winters even though we do not get the extreme cold or snow here as is more common in other parts of the country.
