I just thought I would mention that Featherboo has not posted recently and you may get more replies if you try posting on your State Thread. Sorry, I am not hugely familiar with the US States but I am assuming there is a State Thread applicable to you:

Thanks Teila. The PA laws changed in 2015 making it easier, so anyone with experience since then would help. Just looked quickly for state thread and as far as I can tell, the state thread doesn’t have much help for me in Pittsburgh. Other counties, areas, yes.
