My chick is about 3 1/2 weeks and my littlest one out of the 3 is really slow and keeps opening and closing her beak like she is trying to make noises? What do I do? What is wrong with her??

Okay she is really bloated and is chripping alot but a lot of noises arent coming out
Also she had pasty butt and I cleaned it really good but now her little butt is bare..

When you say bloated, I suspicion she has a swollen abdomen and a bare bum, that is likely caused by an internal bacterial overgrowth left over from hatching. Antibiotics would be in order quickly to save her if that is the case.

Aspiration? What kind of water do you use? Possibly impacted crop?

I agree with ... lady...sounds like an infection. Bloated..and squishy tummy? Even a photo could help.
