If chickens are not allowed, you might consider coturnix quail. They are small, and make much less noise than chickens. The roosters' "crowing" sounds a lot like a songbird. The females lay about an egg a day in 14 hours of light once they reach maturity at 6 weeks of age - much sooner than hens. The eggs are quite small, but very delicious.

Quail are not contemplated in most cities' ordinances, and thus are not banned or regulated.

Coturnix come in many colors, a few of which allow you to "sex" the birds at an early age, before they crow or lay. I think they are very pretty little birds. Visit the Quail forum to see discussions.

You will want to get quail egg scissors if you go this route because the eggs are small enough that they are hard to open.
