I wonder too how old these chicks are and your rooster, as my roosters are currently hanging out with ones that are 7 weeks old, 3 months old, 4 months old, etc. On occasion, if one gets too close to an old hen and gets pecked, one of the roosters gets between them.

Is he just an outright mean rooster or maybe a young one that needs a few months to mature?
