Raptors are protected by Federal law, with stiff sentences and/or fines is anyone harms or kills them. It is even illegal to possess feathers from them,. I doubt very much if a park ranger would be allowed to deal with one. You can protect your animals by keeping them in a secure outdoor run with a cover. The cover can be solid or tightly stretched deer fencing. Raptors won't knowingly try to get through it - they can't risk damage to their wings.
