Help – is this Silkie a roo?

I got four silkie pullets about a month ago. I have suspicions this one is a rooster because she (wishful thinking!) is bigger than the others, has more of a comb than the others, and is less scared of the bigger chickens than the others. Roosters aren’t allowed in my city though, so I want to find out sooner rather than later before I get too attached. I have read here that silkies are hard to gender before maturity so I appreciate any help.

Hi! I don't know for sure if it's a he or she. But I just wanted to add in here that I have a silkie who everyone said was a boy until she was five months old and laid an egg because the hair in the back wasn't rounded, it was spikey...and I thought it was a rooster too... sometimes you really can't tell until the first crow or egg.
