ratio of 1 roo to 8-9 hens??
If you get good hatch rates with that ratio, more power to you.. But mine starts falling off at 1 roo to 6 hens.. I run 1 roo to 3-4 hens without much problems at all.
As for making them lay year round, Temps are just as important as light. They need 60 deg+ temps and the 14 hours of light.
