Help - are these mites?

I agree it's lice.

You mention she's sick -symptoms? I do see the eye issue with some bubbles/pus, does she have other symptoms like coughing, sneezing, wheezing, mucous, anything inside her beak like mucous or lesions?
Is she laying eggs?
Pooping?
Have you introduced any new birds within the last 30 days?

I also agree to dust her with a Permethrin based poultry dust. Treat the coop/housing with Permethrin spray. Probably wouldn't hurt to dust your other hens as well though often only a sick bird is more prone to having external parasites since they feel poorly, but at least look your other hens over for bugs.

The eye, I would flush with saline, remove any pus/bubbles, etc., then apply an eye ointment like Terramycin or if you can't get that, use Original Neosporin (or compatible store brand). Do this at least once a day, but twice is usually best.
I had posted her under issues a couple of days ago. She just seemed REALLY lethargic and her eye. No other symptoms. I removed her from the flock to my porch. I've been warm compressing/flushing and using terramycin on her eye and giving her nutridrench for a couple of days. My baytril came in yesterday.. so she's had 2 days of that. Today when I was caring for her I noticed the bugs.

I couldn't find the dust... but I did use the concentrate of Permethrin, mixed it and applied as well
 
Not to distract here, but does anyone have a good source for Permethrin and is it something you can get in larger quantities?
You can buy concentrate at stores like TSC, just follow the ratios on the leaflet attached to the bottle.

I got a liquid concentrate from my local feed store. But... on this journey, I've realized it's used for quite a bit in lawn and garden - livestock- dogs etc. My friend does our pest control, so I contacted her to see of she could get it from a wholesale/regulated source. Check a local lawn and fertilizer company. Tell them non regulated with Permethrin...

Does she have pus in the eye that needs to be pressed out?
She may have more going on than just the eye infection and lice, hard to know, but hopefully she will rally with the bugs taken care and the medication.

That's good to know, assuming it then must work on spider mites, but I'll read up on that.

She does have puss. It's been caking and I've been using warm water compresses/antibiotic salve to alleviate that. It does remind me of a pink eye scenario... but it's more than that for sure. I listened to her to see if I heard any wheezing/congestion ... nothing...
