I know what to do go to my article about fixing splayed and hurt chick legs if you can it will tell you everything if you can't find the one by me I will walk you through what to do

He hatched today?
It could be a hatch defect caused by high temp or too much humidity, but I'm thinking it looks more like a vitamin deficiency. Give him a vitamin B-complex tablet, or Riboflavin (B2), and a general poultry vitamin supplement, such as nutri-drench (it's a good source, but a little low on Riboflavin, which is the most likely culprit). Merck poultry nutrition is a good reference.

Also, check his functional leg, especially at the knee joint, to make sure that it matches the other one. That doesn't look like a slipped tendon to me, but better safe than sorry. Here's an article on fixing slipped tendon.

And here's poultry podiatry, which is an excellent site. Bookmark it. Love it.

I know that this is the old thread, but if OP is still here, can you tell me what the outcome for your baby was?
