help. day 18 and not developed

can anyone help. just set 4 bantams into lockdown. 3 are developed normally. filled their eggs and look ready for a successful hatch this one is worrying me. hes mighty feisty and moving about but looks a good few days behind. its more the pointy end is still very lacking of growth. does anyone have any success stories or should i expect the worst here?

I am thinking it might hatch a couple days later than the others if it does hatch.
