Help! Do I have a rooster?

Hi,
I bought these chicks about 10 weeks ago and advised that theyve been sexed. Not sure what that meant but I assumed that meant, guaranteed to be female. Now today, the lighter one started "crowing" . Is she/he a rooster and what breed is it?

It's a cockerel. Looks like a mixed breed, unless you are outside the US and it's a breed not seen here.

Definitely a beautiful bird, not so sure the neighbours will agree once he's crowing early hours of the morning
