Help! Drunk chicken!

I have an 11 day old RIR chick that will not stop chirping or walking in circles. It is almost as if it has vertigo. It has been vaccinated and appears to be healthy. Is it possible it could be partially blind or just sick? I have tried waving my hand around it to see if it will respond and one minute it will act blind but then another it will react to my hand. Thanks!

Is the a lone chick?
What type of food/treats are you feeding - how is your brooder set-up?
Photos of poop? Is the vent clear?

Walking in circles sounds neurological. You can try offering Vitamin E, B and the mineral selenium to see if those help. Poultry Nutri-Drench contains E, you can give chopped egg for selenium and 1/2 of crushed human B-Complex tablet.
