I wouldn't cull it while it still has any will to live. If its not going to make it, it won't make it much longer anyway.
I saw a thread recently where the yolk ruptured and the chick still made it, so I wouldn't give up hope yet. I would still try the coffee cup idea right now, to prevent more movement and damage. If they can reach the area, you might want to blukote it, in case it has enough energy to pick at it. Hopefully it will continue to absorb/dry up.
