Is that where his tail area is/was? Did you just notice this, or do you know how long he has had this? It looks like the work of a predator. I'll tag some people who may be able to help:

It appears that other chickens have been pecking his feathers out around his butt. It also looks like he has prolapsed a bit and they've been pecking at that too. At the very least, separate him from the others for now. I'll let others with more experience treating injuries help you out with that.

Edited to add that chickens can be vicious little critters when they get a taste of blood.

It’s his crop area

It could be that a predator has injured his crop. It looks like there is at least one puncture wound. Has his crop been enlarged? Can you see a vet? Chlorhexidene, Betadine, or saline may be used to clean the area, but he may need to be put down if the crop is not repaired.

Has he eaten or drunk anything today since you found him? Has anything leaked from the crop? How long has the crop looked like this?
