Help I think I need to do an assisted hatch.

I was Incubating what I believed to be coturnix quails. I candled a few times throughout and thought I saw they were growing. got to day 21 Today and still had no pipping or movement. so we decided to open them up and see what went wrong. first two were non fertile. the 3rd one has a baby that is breathing moving but look small. we made about a cm hole in the shell and they are still in the sac. I quickly placed back in incubator but don't know what to do now. Can someone please help.

Is it shrink-wrapped? Chicks aren't necessarily supposed to be "In the sack." Shrink wrapped chicks are covered in the membrane, and can't move as well. Does it have a hole in the membrane where its beak is? Is it peeping?

If you can find its beak i suggest making a hole so it can breath.
