Help in NJ, trying to raise chickens

Hello, I am currently buying a house in hopatcong, nj. I spoke with the zoning officer today, and he said I could ask for a variance and fight the current law in that town, against chickens. They want me to post up to $1400, to do everything needed, to c if I could get my chickens in town. Does anyone local to this area have any ideas?? Or if anyone would like to help me tackle this together. Since I have never done this before.
