Help! Is this a rooster????

Hello fellow chicken lovers!
I need some help, can anyone tell me if one of my new chicks is a rooster or not, I am almost certain the he is a boy but need some confirmation. I’ve had them from birth, ISA brown about 13 weeks old, is starting to make some funny noises and is getting progressively aggressive towards me and the other chicks I have. Definitely much bigger than the others and looks different to the other hens.

Also if that’s the case how do I go about adopting them out?
