ISA brown - brown rooster?

I have an ISA that was purchased at the same time as another ISA brown as chicks. They looked the same as chicks. Now one has developed a large wattle/comb well before the others and is getting some pointed Roo looking tail feathers. As they are sex-linked and traditionally all hens are brown and roosters are white, I’m having a hard time confirming it’s a Rooster. Their coloring is still almost identical. Also doesn’t really act like a rooster (not dominant). They are about 14 weeks old. Any thoughts? You can see the other ISA in the photos.

Thanks for the replies! The feathering that threw me off was the way the tip of the tail feather falls down and is kind of stringy. Unfortunately we can’t have roosters where I live so I’m relieved to get the feedback.
